Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 266, RSMo, is amended by adding thereto one new section, to be known as section 266.600, to read as follows:
266.600. No political subdivision shall adopt or enforce any ordinance, rule, or regulation relating to the labeling, cultivation, or other use of seed, fertilizers, or soil conditioners as such terms are defined or used in sections 266.021, 266.291, and 266.361, respectively. The provisions of this section shall not apply to any ordinance, rule, or regulation enacted prior to August 28, 2017.
